My theory is that, assuming elo is not designed to "encourage" average players and lone wolves to spend for premium accounts by fiddling with skill balance, either it is indeed malfunctioning, or the player pop is so small elo cannot function properly, leading to massive but unintentional skill imbalances.
steamrolls should be reduced after 3/3/3/3, but nothing at the moment solves ecm unless more people are willing to pack tags baps and ecm. Of course since the number of ecm mechs are small, it vastly reduces the chances a "play for fun" person will use one. I'd like to think this isn't intentional with the reasoning of using bad and ignorant players against themselves to generate losses for those unlucky enough to be on a team with them like world of tanks does, but only time will tell.
